Developmental editing vs line editing: do structure before sentences
Developmental editing works on the book as a system: structure, argument or plot, character causality, pacing, continuity, point of view, and setup against payoff. Line editing works on how the settled text expresses itself: rhythm, clarity, emphasis, tone, and paragraph movement. Developmental work should normally come first because a structural decision can cut, add, or reorder pages that line editing would otherwise polish. Choose developmental editing when the uncertainty is what the book needs to do. Choose line editing when the structure holds and the uncertainty is how the prose should carry it.

Developmental feedback tests the relationships among chapters, scenes, claims, characters, and payoffs. Line feedback tests whether the language carries those settled decisions with precision and force.
A developmental note may quote a sentence as evidence, but its real subject is the larger pattern. A line edit stays close to the expression on the page.
Why order prevents rework
